3 Charged In Library Maintenance Case

DA Says Investigation Found Inflated Billing, Kickbacks

Three people are facing criminal charges following an investigation of billing for maintenance services at the Sacramento Public Library between 2004 and 2007, District Attorney Jan Scully said Wednesday.

Dennis Nilsson, formerly the library facility superintendent and maintenance director, is accused of grand theft, bribery of a public official and conflict of interest by a government employee.

James Mayle, formerly the library security director, has been charged with grand theft, offering a bribe to a public official and conflict of interest by a government employee.

Mayle's wife, Janie Rankins-Mayle, is charged with grand theft and offering a bribe to a public official.

The charges are felonies.

Scully said in a prepared statment that a lengthy investigation by her office revealed that Rankins-Mayle was the owner and operator of two companies that supplied maintenance services to the Library Authority pursuant to contract. The actual work was performed by subcontractors.

Prosecutors allege that Rankins-Mayle's companies falsely inflated the number of hours worked before billing the library for services.

Authorities also allege that in his position as facility superintendent, Nilsson improperly directed the business to Rankins-Mayle's companies, approved the inflated billings and then received kickbacks from both of the Mayles.

The investigation revealed that James Mayle did not disclose his marital relationship with Rankins-Mayle, who went by the name Janie Rankins, to library officials, and that in his capacity as director of security, he was able to steer business to his wife's companies.

Scully said it is believed that Rankins-Mayle's two companies billed the library authority in excess of $1.3 million and that Nilsson received kickbacks over $90,000.

Both Nillson and Mayle resigned from their positions with the library during the investigation.
